Dr. Chanel M. Payne is a native of New Orleans, educator, veteran, community servant, and business owner. She is a graduate of Marion Abramson Senior High School "The New Orleans East High School," Class of 1993. Dr. Payne earned her Ed.D. and M.Ed. in Educational Administration from Texas Southern University and a B.A. in Print Journalism and Alternative Certification from Southern University at New Orleans.
She is a certified, highly-qualified, and successful educator in Louisiana and Texas. Most recently, she was a candidate for Orleans Parish School Board, District 2. As a first time candidate, she made it to a runoff against incumbent OPSB President in a crowded field with 5 other candidates. Although she did not win that election, she garnered 45% of the vote in the runoff and pushed the conversation to include solutions for all students across Orleans Parish. She has been a part of this community for many years, working tirelessly to make it a better place alongside a diverse coalition of educators, community leaders, and organizations.

Dr. Payne is also the owner of CMP Educational Consulting Services, LLC providing K-12 tutoring services and educator professional development workshops in the Greater New Orleans area. Through her business, Dr. Payne has serviced more than 200 children and families academically.
Dr. Payne grew up and was educated in New Orleans, she currently resides in the Gentilly Woods community with her daughter, Nia and is a committed member of Franklin Avenue Baptist Church.
As a veteran, educator, and candidate, service has always been a core pillar of Dr. Payne's life and work. In recent years, Dr. Payne has expanded her involvement by working to highlight wrongful incarceration by coordinating the well-attended symposiums Criminal Versus Gentlemen: What Defines the Black Male Image I & II.
As service to the education profession, Dr. Payne is a frequent presenter at local and national education conferences. Dr. Payne's business, CMP Educational Consulting Services offers free tutoring services to the children of police officers and firemen who have been impacted by gun violence. Additionally, she serves as a mentor to teachers throughout the Greater New Orleans area.
